Abstract: Green economy plays an important role for sustainable development. This study seeks to propose an appropriate approach to promote the effectiveness of policy instruments to transform from a brown economy to a green economy with the focus on the Lam River Basin of Vietnam. The study uses structural equation model (SEM) analysis and DPSIR analytical framework to analyse green production in relation with the awareness of environmental quality and environmental behaviour and to make policy recommendations. The analysis results show that brown economic behaviour is still quite popular among people in the Lam River Basin. Although their awareness of environmental quality is at a good level, their actions gradually reduce the environmental quality. It is agreed that 'brown behaviour' is still the biggest challenge in the transition from the brown to green economy that requires all the actors from authorities, local and international organisations to people to act together.
