Abstract: This study aims to examine Indonesia's pandemic situation, the government responses, and its impact on hospital management. The data were obtained from a documentary review and a survey of 30 hospital directors. Efforts to prevent new cases by limiting people's mobility were not successful, due to the government's lack of clear policies and the trade-off between health and economic priorities, among other reasons. The rapid spread of COVID-19 has impacted hospitals in particular, as the pandemic occurred at a time that most hospitals were encountering challenges due to the implementation of national health insurance. The hospitals in this study have faced challenges to maintain or achieve their expected quality. Moreover, the hospitals bear the risk from the potential collapse of national health insurance and the pandemic's direct impacts. These conditions further pressure hospitals' financial and human resources and threaten the hospitals' service quality and sustainability.
