An evaluation model of the risk of collision between two target ships in a pollution management strategy in coastal waters

Abstract: The maritime transport system has contributed significantly to the development of the world economy. However, with the growth in ships' number, size, and speed, maritime accidents still pose an increasing risk, especially collisions between ships. Great efforts are needed to prevent accidents and improve maritime safety and traffic efficiency. Scenarios to prevent and limit marine accidents focus on improving collision detection. However, the current radar system equipped on the ship is ineffective for collision warning when using data provided by shore radar stations. As a result, the error in assessing the possibility of ship collision in areas with unusually high ship density by shore station officers has increased. Therefore, it is necessary to establish a new ship collision assessment model based on onshore data from third parties on crowded seas to reduce unwanted marine accidents. In this work, a method of assessing the possibility of two target ships collision from the observed data of shore radar was presented and discussed. At the same time, the probability of collision between two bulk carriers has been calculated and evaluated as a basis for proposing strategies to manage pollution risks in near-shore waters.
