Public procurement related complaint handling mechanism in Vietnam

Abstract: The purpose of the study is to assess the current situation of the public procurement related complaint handling mechanism in Vietnam. In consultation with experts and overview study of available documents, reports, and researches, we has captured lessons-learnt and selected questionnaire for verification via quantitative surveys conducted among bidders and procuring entities/employers to evaluate the current practices in public procurement participation. The research contents consist of evaluating the current procurement dispute practice and dispute resolution; identifying the improvement demands and needs for dispute resolution; determining the requirements of independent organisation(s) and/or agencies for procurement dispute resolution; and collecting initiatives and solutions for improvement of the legal regulations for procurement. The findings are considered as a basis for proposals on revised policy and regulations with an aim to create a fairer, more transparent and competitive environment for business community through an enhanced public procurement related complaint handling mechanism in Vietnam.
