Measuring level of performance of public transport sector: a case of India

Abstract: The purpose of this paper is not only to estimate the technical efficiency for different state road transport undertakings (SRTUs) in India but also to provide benchmark for inefficient SRTUs in order to push them to efficient frontier. The study also provides comparative analysis in order to estimate efficiency variation among SRTUs across the period of time. Both longitudinal and latitudinal data-based research is made by using input-oriented non-parametric approach of data envelopment analysis in order to estimate the different forms of efficiency scores for SRTUs. The longitudinal analysis concludes that two SRTUs out of 28 are technically efficient across the period of time. Through cross-section data and latitudinal analysis, the present study has estimated that one fourth of SRTUs are technical efficient. Analysis also provided results which are helpful in target settings for inefficient SRTUs by allocating them with peer groups and peers weights.
