Mobile licensing regulation and the WTO accession: the case of Vietnam

Abstract: This paper reviews the mobile licensing practices in Vietnam in line with Vietnam's licensing legislative development and the World Trade Organisation (WTO) accession negotiation. Together with analysing the impact from the WTO accession to the licensing regulation development, this paper concentrates on the current licensing regime and compares it with the WTO rules. The findings are noted and employed as the basis for proposing amendments and supplements to the current licensing regime in order to create more sustainable regulatory tools for the regulator when dealing with the licensing challenges in a more competitive future.
