Technological racing under public guidance

Abstract: Technological development in industry involves technological races. Racing behaviour recognises the fundamental importance of strategic interactions between competing firms. By way of an example for the Japanese computer industry, we give a case-based characterisation of a technological race showing its implication for understanding technology strategy at the level of the individual firm and for understanding the impact of industrial policies that aim to spur technological innovation.
