Abstract: Cloud provides the different types of resources based on user requirements. Cloud users send the requirements and needed resources to the cloud service provider (CSP) and CSP allocates different levels of services and resources based on the user requirements of resource and investment. One of the major aspects of the double auction method is the winner determination problem (WDP) which in turn is a hard combinational problem. In this paper, we have proposed an effective multi-attribute combinational double auction method with on-demand bidding strategy to overcome this problem. We include another method which is multi-round bidding strategy, for when the imposition of penalty/compensation strategy (IP-CS) for failing to provide the promised quality of services (QoS) occurs, multi-round bidding strategy acts as an effective imposition of penalty and compensation. IP-CS has been simulated using cloudsim and Java-based simulators which are used for creating the cloud environments. The result of the proposed system has been satisfied with double auction with multi-round bidding and IP-CS.
