Abstract: The World Health Organization (WHO) and its member countries are continuously working towards the goal of health for all. Various researchers have listed the factors which affect the effective delivery of health services. However, the factors are not equally critical. The paper aims to determine critical success factors to achieve effective healthcare delivery for the villagers. We have taken two blocks for the case study, one each from a high- and a low-ranking district on gender development index and the human development index, in the most populous state in India and identifies the success factors for attaining better healthcare. It uses MCDM-ISM methodology to determine the weights and relationships among success factors grouped into three dimensions: 1) facilities; 2) success factors for healthcare facility utilisation; 3) health distribution. The study provides an approach for using data-driven planning for the decision-makers to ensure better healthcare for all.
