Abstract: The following investigation has the objective of structuring an information system for the entrepreneurship with the system general foundation theory, technological surveillance and competitive intelligence, SIOBET. It is based on the general theory of TGS systems, on technological surveillance and competitive intelligence. Qualitative study, case method, applied instruments of focal group and in-depth interview on entrepreneurs, experts, academics, government actors and entrepreneur's environment, and the analysis of the critical variables of entrepreneurship were used. SIOBET allows systematic information access to trends, behaviour and statistics of the entrepreneurs, entrepreneurship and surroundings that facilitate assertive decision making regarding the definition and evaluation of public politics and the concretion of business ideas with more viability. The obtained results may become a base of future investigation surrounding TGS, business creation opportunities, entrepreneurship statistics and entrepreneurship profile formation.
