Identification and prioritisation of key managerial competencies in the General Directorate of Cooperatives, Labour and Social Welfare: an integrated SEM and ANP approach

Abstract: The main purpose of this study was to identify and prioritise key managerial competencies in the General Directorate of Cooperatives, Labour and Social Welfare. In order to validate the model, the first questionnaire was designed and distributed among the statistical population. Structural equations and confirmatory factor analysis with Smart PLS software were used to analyse the data. According to findings, competencies identified in this model were categorised in three dimensions: personal (attitude and behaviour), social (social awareness and social skills) and professional (management, planning and knowledge); personal, social, and professional competencies explained 87%, 84% and 91% of variance in key managerial competencies model. The second questionnaire was designed by analytic network process (ANP) to prioritise dimensions and components of competency and given to experts. According to the results, effective communications, decision-making, and planning ranked first to third, respectively.
