Initiating strategic changes in how local governmental units perform from annual reinvention to long-term vision: two case studies

Abstract: Units of local government and their bureaucracies are facing shrinking economic resources and demands for greater efficiency. Textbook strategic planning and management processes are intricate endeavours and therefore deter many governmental units from engaging in the process. Many public servants believe that strategic management is designed for the private sector and avoid engaging in multi-year planning. The author created a strategic planning process using a technique he developed called ''Fast Track Strategic Planning.'' It engages key stakeholders in an 8 hour session to create a practical strategic plan. Two case studies are presented.
