Abstract: The purpose of the work is to determine, systematise, and rank the factors of creation and functioning of AI and to determine the perspective measures of state management of these factors for quick development and reduction of risks of using AI in the modern digital economy. The authors use the methods of systematisation and classification within the systemic approach. Also, the authors use formalisation and sociological survey for determining the significance of the factors of creation and functioning of AI. The respondents are 323 developers of AI in Russia in 2019. The results of the research showed that the processes of creation and functioning of AI are influenced by the social and anthropogenic factors. The social factors are primary - they are more significant and determine the anthropogenic factors. This shows that digital modernisation of economy based on AI is to serve the interests of acceleration of economic growth and increase of competitiveness of the economic system and (what is more important) the interests of increase of population's quality of life.
