Improving organisational learning, strategic quality, organisational performance: energising intellectual approach

Abstract: The proposition offered in this article is a concept of research that oriented to the relations both internal and external, to improve the performance of government organisation, through improving the quality of the strategy. Energising intellectual is a new concept that was born from the integration of two basic theories namely intellectual capital theory and resource-based view theory application for public sector organisations. The concept of this research is emphasises on a better understanding of how the organisation learning's role in enhancing the energising intellectual of individual in organisation that can have an impact on improving the quality of strategy and potentially realise the performance of organisational public sector.
