  Abstract/
Summary
Knowledge and information have become a major determinant in accelerating growth and sustaining development. The new economy driven by globalisation is referred to as a knowledge-based economy in which knowledge, information, innovation and creativity represent important elements for increasing productivity and promoting global competitiveness. The Gulf Cooperation Council (GCC) countries are faced with task of responding to globalisation by building capacity to apply, absorb and create knowledge. Given the potential of their capital resources and strategic location, these countries are in a position to gain from the global trends by constructing sound macroeconomic policies and enhancing human capital resources.
