  Abstract: In the present study, applicants carried out application procedures based only on information equivalent to that supplied by a general-purpose system which is operating in Japan. In this situation, the authors observed the applicants' behaviour by means of tests and analysed the characteristics of the applicants' actions. Base on the result, they developed the Knowledge Model for Administrative Procedures (KMAP). Furthermore, they evaluated the changes in efficiency of application procedures using their KMAP, and verified the effectiveness of the model.
