Abstract: |
Vietnam has recently invested in Information and Communication Technologies (ICTs) to enhance her competitiveness in the global environment. However experience, even in developed countries, has shown that incorporating e-government practices is not a sure means of attaining the desired goals. This paper examines the strategic position of Vietnam, as it becomes a member of WTO in implementing e-government. An e-governance framework is recommended as a means of achieving a successful reform by taking a holistic approach to analyse existing performance gaps and identify e-government opportunities for Vietnam. |
