Abstract: Three items are highlighted. 1) The EU ENGAGE project to deploy and use an advanced service infrastructure capable of supporting scientific collaboration and governance-related research from multidisciplinary scientific communities, while also empowering the deployment of open government data to citizens. 2) The software of US "We the People" petitions application is built on the Drupal content management system, whereas source code is available on the Github software repository. In releasing the source code for this application, the US White House aims to empower other governments and organisations to use this platform to engage their own citizens and constituencies. 3) The European Commission has decided to build the capacity of the third sector through its new CAPS initiative, ICT systems leveraging the emerging "network effect" by combining open online social media, distributed knowledge creation and data from real environments (Internet of Things), in order to create new forms of social innovation.
