Abstract: The fisheries sector has acquired major importance over the years. In addition, an artisanal fishery is the most traditional in Brazil and especially in the state of Espírito Santo, family's subsistence guarantee and supply trade. However, concerns regarding some issues social, economic, productive and environmental. This study aims to identify the strengths and vulnerabilities of the activity in the Spirit of 14 coastal municipalities that composes it. With the aid of method for decision-making (analytic hierarchy process), the hierarchy to such municipalities as a development potential in the sector and thus held environmental analysis with the use of a matrix for scenario analysis. The results showed that the production sub-index has greater importance facing the view of researchers in the field and the city of Vitória (the state capital) acquired the first place in the overall ranking, thus presenting the greatest potential socio-economic, productive and environmental index in fisheries.
