Abstract: The rapid development of cross-border e-commerce is transforming and upgrading Chinese manufacturing industry. This paper uses the theory of two markets to build an integrated e-commerce logistics performance evaluation model. Data collected by the Ministry of Commerce's "Cross-border e-commerce transactions specifications" survey are used to analyze relevant factors in the manufacturing, circulation, service, and other industries. By comparing the above the logistics performance factors, this paper shows that cross-border payment is a bottleneck in developing cross-border e-commerce in the manufacturing industry, and the coordination between countries' legal systems affects the implementation of electronic customs clearance procedures. The problems in cross-border payment and regulatory coordination need to be solved before cross-border e-commerce can further develop in Chinese manufacturing industry. The research has more value on cross-border m-commerce, for its suggestions on cross-border e-commerce laws and technology applications will make great contribution to the application and future development of cross-border m-commerce.
