Title: Using e-governmental indicators to build virtual value chain

Abstract: The purpose of this research is to construct the e-government indicators to build virtual value chain in Taipei Rapid Transit System. Focus group interviews were used to collect the data. Content analysis and analytical hierarchy process was used to analyse the data. According to the results, the study divides the e-government indicators into seven dimensions. The research also develops 29 indicators for Taipei Rapid Transits System. These indicators can be used to help government to build virtual value chain and provide some competitive advantageous base for servicing public citizens or customers.
