Abstract: Considering the concept of electronic governance, this work intended to propose indicators for a military electronic governance index, which would comprise a tool for citizens to test perceived integrity emanating from Armed Forces' websites. To test the suggested theoretical construct and group its indicators, the internet site of the Brazilian Army as perceived by national citizens was used. Results applied to Brazilian Army military site have indicated a low level of integrity perceived by surveyed respondents and stressed the importance of the developed governance tool to evaluate integrity or transparency level of other military websites in favour of the citizen.
