Abstract: Most developing countries are trying to build national e-infrastructure to support the development of the economy and improve governing process. Using China and Korea as case studies, it has been found that the governments in developing countries can play key roles like monitor, support, sponsor and enabler in such a process. The strategic roles of the government from the demanding-supplying perspective or the direct-indirect involvement perspective need to change in different stages of e-infrastructure development.
