Abstract: Some recent reports have suggested that progress on integrated e-government has been disappointingly slow. Some of lack of progress is undoubtedly due to over-optimism and problems with legacy systems and underdeveloped infrastructures. However, other less visible obstacles can also cause problems. One key problem is localised power and territorial games.
