Abstract: Electrical energy is the most important form of energy. It is a commodity with characteristics and qualities common to all European nations. This fact makes it a universal energy source which is highly in demand, and which can be exchanged between all nations and at any time. The United Nations Economic Commission for Europe has launched studies on the development of interconnections between Eastern and Western Europe. Electrical energy thus represents one of the best opportunities for mutually advantageous co-operation between East and West.
