Abstract: This article deals with the global setting for energy policy, possible response options, the range of economic and other instruments open to policy-makers, the links between urban renewal and the rational use of energy and the policy trade-offs to be made, and the next steps to be taken. We must recognise that the environmental implications of policies we adopt now run decades ahead. Adoption of |good sense| measures immediately will help buy time for new approaches to be sought and evaluated. The costs of |getting it wrong| may not simply be financial, but threaten the very future of human existence.
