Abstract: Reducing fossil fuel consumption is a common concern of mankind, and a framework of international cooperation must be found whereby investment and technology can be devoted to this task without barriers set by national frontiers. Most of the required action would be nationally controlled, but internationally agreed rates of carbon taxation would set a lower limit to the national efforts, and cooperation amongst the participating countries would tend to ensure that expenditures are directed where they would have the maximum impact.
