Abstract: Unreliable energy supplies in many developing countries impose a heavy burden on already strained economies. If sufficient energy supplies are to be available for economic and social development, efficient institutions and management, rational pricing, adequate financing, efficient technologies and optimum planning are key areas to be addressed. These items are interrelated and unless they are duly addressed, they will become more and more critical. The industrialized countries can play an important role in assisting developing countries to overcome their energy problems by providing finance, direct grants, technology transfer and by encouraging their private sectors to invest in energy projects in developing countries.

Keywords: developing countries; energy efficiency; energy policy; energy planning; energy pricing; energy technology.
