Title: The de facto US energy policy: A strategic perspective

Abstract: This paper presents a model of a de facto energy policy for the United States. The model is based on current data on petroleum world production and consumption. It is composed of the main building blocks of a strategic policy model of a business enterprise, and includes assumptions, objectives, alternatives and implementation. This paper suggests that the recent actions by the United States in the area of managing and planning energy resources, in particular petroleum resources, constitute a de facto policy with coherent and logical strategic implications.
