Abstract: It is not the growth of the commercial nuclear power industry that encouraged nuclear proliferation, a subject of some concern to the public; rather, it is the unsafeguarded use of some reactors, the disclosure of technologies, and commerce in |sensitive| equipment which represent a real risk. The other risk comes from the problem posed by existing weapons stockpiles, which escape any safeguards.

Keywords: mixed uranium-plutonium oxides; plutonium; nuclear proliferation; reprocessing; uranium; weapons stockpiles; nuclear safeguards; nuclear weapons; nuclear safety; sensitive equipment; nuclear security; technology disclosure.
