Abstract: The complexities of energy systems and the policy issues that emerge are intricate and wide-ranging, yet the need to undertake demand-side management (DSM) of energy resources for sustainability is especially crucial in developing economies. In this paper it is argued that systems simulation can provide the broad and policy orientated framework required for this purpose. Applications to Colombian energy policy issues at both the national and the regional level are presented to indicate the range of issues which can be so integrated on this modelling platform.
