Abstract: The principal scheme for interstate electric ties (ISTs) in the northern sphere of the Pacific region is presented. Elements of a new methodology of IST assessment accounting for the peculiarities of the region are formed. In particular, the effect of interconnecting electric power systems with different seasons of electric load maximum is explained. A new way of using prospective electric power plants, whose output is to be transmitted by ISTs to countries with different seasons of electric load maximum, is suggested. It is stated that the transfer capability of ISTs can be used entirely (without reserve transfer capability). Cases studies are presented of the efficiency assessment of prospective ISTs and sources of electricity in East Asia according to the new methodology.
