Abstract: The transition of an economy from central planning to a market economy is tantamount to a revolution and requires substantial system changes. The introduction of these changes is connected with restructuring of the economy, which, due to lack of models and examples, is generally carried out on the basis of theoretical analyses. These analyses are later verified through the correction of errors that occur in the process. One of the indispensable conditions is liberalisation of the economy. Progress in these fields, however, encounters greater than expected social opposition. These problems are discussed in this paper.

Keywords: economic liberalisation; energy policy; privatisation; transition economies; market economy; social opposition.
