Abstract: In this note, provisional econometric results are presented to explain the process of energy efficiency change in transition countries in the 1990s. The results obtained suggest that both (endogenous) cyclic economic factors and (exogenous) policy driven measures are significant determinants. The policy inference is that explicit policy measure aimed at improving energy efficiency, which are shown to be statistically significant, should be encouraged in the transition countries of the ECE in order for these countries to achieve a more sustainable pattern of energy use. Programmes for improving energy efficiency launched by the ECE and other international organisations as well as by the transition countries themselves therefore deserve renewed commitment.
