Title: A decision support tool

Abstract: This report presents a decision support tool using paired comparisons to rank and weight a list of items. The techniques of T.L. Saaty, developer of the consistency ranking model, enable the user to detect inconsistencies, and provide an audit trail, or step-by-step breakdown of the entire ranking process, so that the process can be analysed further. The audit trail is possible because the program was constructed in modular form with top-down programming techniques, wherein errant data is pinpointed within a certain mathematical phase of ranking rather than necessitating a search through the entire program. The program was refined to make it as user-friendly as possible so that management-level decision-makers, who may not be computer experts, can use it successfully.

Keywords: computer-aided decision making; consistency ranking models; decision support tool; Saaty method.
