Abstract: Project selection problem (PSP) is a general paradigm. Although the economic analysis is the most common used criteria, it is not sufficient. In this paper, five main research themes are introduced for PSP. Then, a comprehensive framework is proposed for project portfolio selection and evaluation. The proposed framework has two phases. First phase mainly talks about planning and selection through sustainable strategic planning and comprehensive portfolio management. In the second phase a balance score card (BSC) approach is supplied to assess and evaluate the results of planning and selection phase. The proposed procedure supplies a comprehensive framework for PSP. The implementation of the final set of selected projects is assessed through BSC.
