Abstract: There has been much research into the development of G2C e-government policy making, telecommunication infrastructure and technological and promotional strategies but as yet these studies have not addressed the problem of encouraging the public|s use of e-government services. This paper studies public attitudes towards e-government services and proposes strategies to overcome associated problems. As different countries have different cultures and environments, this study addresses only the development of e-government in Hong Kong.
