Abstract: The paper seeks to understand the reasons for the intersection of trade and environmental policy concerns in GATT/WTO and the treatment of these issues in the trading system. In trying to identify the nature and the causes of trade-environment collision, the paper attempts to unpack the debate by dividing it into different operational levels. The paper also presents an overview of the recurrent issues of trade-environment in the trading system and considers ways to resolve these conflicts within the framework of the trading system.
