Title: The Greek National Technology Foresight Programme: success is in the eye of the beholder

Abstract: This paper is a first attempt to scratch the surface and record the impacts of the Greek foresight exercise (2001-2005). The emphasis is on the assessment of its conduct, fit, and effects in the context of the Greek innovation system. The assessment framework used is based on the possible foresight impacts classified under the major functions a foresight exercise may serve, as well as identified internal and external factors affecting the course and success of foresight. Conclusions are drawn not only for the specific case but also for consideration by other countries with similar characteristics in their national innovation systems.
