Abstract: Different definitions of water governance will be reviewed and the question will be asked: Why is water governance important? Subsequently, some theoretical insights will be reviewed concerning the factors influencing successful water governance. A theoretical framework will be provided. Currently, water governance structures are often not able to deal with these factors, which require reform and appropriate decision-making structures. Two shifts in water governance will be analysed, starting with the technical urban water management paradigm, the integrated urban water management and the adaptive and eco water management paradigm will be discussed, looking at the underlying changes in ideology and functioning.
