Title: A parametric emergency response project management system

Abstract: This paper proposes a system for emergency response project management based on a parametric approach. Such a system will allow quick adaptation of pre-generated project plans for responding to an emergency. The system should include procedures for adjusting the pre-prepared plan based on the type and magnitude of the emergency. The effort for developing the parametric project plans need to comprehend and integrate the planning systems and applicable documents developed by relevant federal, state and local agencies. The approach should utilise data and experience from past incidents and exercises to develop its knowledgebase. A basic architecture for the parametric project system implementation is proposed.
