Title: Electronic-community-portal dynamic value constellation: the Smart Region Initiative

Abstract: Action research was undertaken during design, development and implementation of a community-portal dynamic-value constellation to support dynamic networked value chains and community and local government interaction. The research gave an insight on dynamic constellations, achieved while working closely with SMEs in this new form of value chain. The research domain represented a novel value creation model, incorporating technologies and solutions in the context of dynamic virtual enterprises, partnerships and joint ventures and other market-driven value constellations, where partners dynamically come together in response to or in anticipation of new market opportunities. Such constellations, however, bring with them significant operational/logistical challenges, about which there is very little prior knowledge.
