Abstract: Governments in various countries have put much attention to environmental impact factors on transportation and transportation sustainable development. Transport modes performance evaluation is an important topic of that aspect. In this paper, with time window, transport capacity constraints and especially external transaction costs considered, a 0-1 mixed integer programming model is developed to solve the problem of transport modes selection for defined staging transportation networks. A hybrid genetic algorithm is adopted to find the numerical solution of the model. A case study is presented to demonstrate how the developed model can be used to solve practical problems.
