Abstract: As computers become more prevalent in the field of education, educators are obligated to plan and provide for a classroom with computer technology. The combination of media and technology offer the possibility of developing a computerised virtual learning model. This paper describes a framework to build a Web-Based Instruction (WBI) to help the teacher to deliver course materials at remote locations. This WBI prototype will help the learners grasp a rich learning content and provide opportunities to do collaborative work.
