Title: The significance of the terms 'state of technology' and 'rules of technology'

Abstract: This article gives the legal definitions of the concept of |state of technology| and compares them to the practice of technologists. It also states the purposes |rules of technology| are serving, what |rules of technology| are and what they are not. Moreover it shows by way of an example of legislation in Austria how disastrous an effect the text of a law using these concepts may have on the development of technology and on the economy.
