Abstract: This paper takes a look at regional networks working as institutions for the management of knowledge and technology. Based on a description of stylised steps on the way to a regional knowledge network, objectives, methodologies and results of evaluations of policies supporting the emergence of these networks and the networks themselves are discussed against the background of a long-term case study of more than two decades.
