Abstract: This paper starts by assessing relative carbon emissions, and what may happen to these as developing countries grow. It then explores what makes control extensive in established economies and potentially cheaper in less developed economies, but points out the constraints on the latter|s ability to respond. The equation of marginal abatement cost (MAC) and the attainment of some optimum position are considered, as are the problems with such an approach. The paper concludes by looking at four different methods that might lead to a solution.
