Abstract: This paper critically analyses various issues related to the climate change decision problem. It focuses on ex ante preventive measures, such as hedging strategies, as well as ex post remedies, such as liability and insurance. In addition, it explores the importance of economic concepts, such as free riding and value of information, to the climate change debate.
