Abstract: Today|s public and private communications networks are converging, and have come to share a common problem: as markets widen and extend beyond national boundaries, the need for international standards becomes more pressing. In particular, the prospects for achieving worldwide compatibility in integrated services digital networks (ISDNs) depend on having stable international standards.
