Abstract: Using science and technology to protect the global environment by means of a sophisticated cooperation mechanism among nations is the general goal for advanced R&D in the next century. Structural change in Japanese R&D towards basic research will require government and academic cooperation. Globalization of efforts must be accompanied by effective utilization of manpower, and the attraction of young people into scientific careers must be considered.
